On Tuesday, the European Parliament adopted proposals for more democratic European elections next year. The report was adopted with 365 votes in favor, 178 against and 71 abstentions. Specifically, the EU Parliament is calling for a further increase in participation in the European elections from June 4 to 9, 2024. MEPs are pushing for a clear link between the will of the voters and the election of the Commission President. Immediately after the European elections, MEPs are to make a proposal for a joint candidate before the EU states submit a proposal to the Council for the appointment of the President of the Commission.

The lead candidate of the party with the most seats in Parliament should lead the process in the first round of negotiations and the President of Parliament should steer it if necessary. In addition, the parties and political groups should reach a "legislative agreement" in order to secure a majority in Parliament. According to the EU Parliament, this would provide a basis for the Commission's work program and a guarantee for European voters that the measures will be coherent after the election.

Parliament also calls on the Council to swiftly adopt the new EU electoral law and the new rules for European political parties and foundations so that the latter at least apply to the 2024 elections.

"The electorate needs clarity about how their vote will affect the personnel and policies of the EU," said CDU MEP Sven Simon. "The Spitzenkandidat procedure must become credible again. Whoever is elected President of the new Commission needs a clear mandate from the electorate and a majority in Parliament," Simon explained.
